Default GTA IV : How to Add Motion Blur and other effects with Ultimate Graphics Tweak
Ultimate Graphics Tweak is a little modification which allows you to enable improved post processing effects like Soft Shadows, Register to see links and Register to see links.
It also smoothens dotted shadows and jaggy edges while keeping whole game sharp and clean.
