Default Is my motherboard fried?

I have a Gigabyte MA770T motherboard. I have also bought a fan controller to control the speed of my fan Corsair H50 CPU cooler.

I had some issues while installing and, stupidly enough, got tired of turning the computer off everytime I made an adjustment. So it just left it on while making some minor asjustments. When the computer was on, with the fan controller had power connected to it, the second end of the power connector of the fan controller (female part) by some means managed to touch a piece of metal on the case.

A peculiar noise occurred and my computer died and did not restart. So my question is whether my mobo or my PSU is dead. Would hate to buy a new of either, just to find out that the other is faulty.

Also, How do you control the fan speed of the friggin Corsair H50? I tried everything before it died and stupid thing refused to change from 1800 rpm.
